Haddam Neck Plant Proposed Revisions to Technical Specifications Primary System Leakage On August 14, 1985, Connecticut Yankee Atomic Power Company (CYAPCO) submitted Licensee Event Report (LER)85-017,(1) regarding potential post-LOCA release paths outside of containment. As part of the corrective action described for LER 85-017, CYAPCO committed to implement the necessary administrative controls to limit combined leakage from the Residual Heat Removal (RHR) and charging systems to less than three (3) liters per hour.

CYAPCO also committed to request a license amendment to formalize these controls.

Therefore, pursuant to 10CFR50.9'), CYAPCO hereby proposes to amend its Operating License, DPR-61, by' incorporating the attached proposed changes into the Haddam Neck Plant Technical Specifications. The three changes included as Attachment I would:

o reduce the allowable leakage rate of reacter coolant outside containment (Technical Specification 3.14.A.3) from six (6) liters /hr.

to three (3) liters /hr.,

o specifically identify additional potential souices of reactor coolant leakage outside of containment as normal makeup, seal injection, and loop fill lines (Technical Specification 3.14.A.3),

o change the valve tag number designations for two check valves in the emergency core cooling system (Technical Specification 3.14.A.6).

(1) Revision I to LER 85-017 was submitted on November 8,1985.

CYAPCO .has reviewed the attached changes pursuant to 10CFR50.59 and concluded that they do not constitute an unreviewed safety question.

Specifically, these changes to not increase the probability or consequences of an accident, create the possibility of a new type of accident, or reduce the margin of safety as defined in the bases of the Technical Specifications. Our basis for this conclusion is the fact that these changes would add additional limitations on total leakage of radioactive fluids outside of containment. No physical design changes are associated with these Technical Specification . changes. The decrease in allowable leakage outside containment is conservative, and would result in lower off-site dose consequences following an accident. Consideration of additional potential leakage sources outside containment is also conservative, as it ensures that all potential sources are administratively controlled, which in turn ensures that off-site dose consequences would be within allowable limits.

The change in valve designations is an administrative change intended to appropriately identify the subject valves as components of the safety injection system, and thus has no safety significance.

CYAPCO has reviewed the attached proposed changes pursuant to the requirements of 10CFR50.92 and concluded that they do not involve a significant hazards consideration. The basis for this determination is that the three criteria

'of 10CFR50.91(c) are not compromised, a determination supported by our findings made pursuant to 10CFR50.59 and described above.

The Commission has provided examples of amendments that are considered not likely to involve significant hazards considerations (48FR14870). The changes proposed to reduce allowable leakage and to add additional potential leakage sources clearly fall within the envelope of example (ii) in 48FR14370 of amendments not likely to involve significant hazards considerations. That is, these changes constitute additional limitations, restrictions, or controls not presently included in the Technical Specifications. They serve to provide further assurance that off-site dose consequences would remain within allowable limits following a postulated accident. The change in valve designations falls within example (i)in 48FR14870 of amendments not likely to invo!ve significant hazards considerations. This change is nomenclature is purely administrative in nature.

The Haddam Neck Plant Nuclear Review Board has reviewed and approved this proposed amendment and concurred in the above determinations.

In accordance with the requirements of 10CFR170.12(c), enclosed with this amendment request, is the application fee of $150.00.

In accordance with the requirements of 10CFR50.92(b), CYAPCO is providing the State of Connecticut with a copy of this proposed amendment.

In addition, the above actions satisfy CYAPCO's commitments related to Deficiency 13 of Table 5 of CYAPCO's response (2) to the Connecticut Yankee Plant Design Change Task Group Final Report, and we consider this deficiency to be _ resolved.
