Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1, 2, and 3 Proposed Revision to Technical Specifications Administrative Controls--Record Retention--REM 0DCM Pursuant. to 10CFR50.90, Connecticut Yankee Atomic Power Company (CYAPC0) and Northeast Nuclear Energy Company (NNECO) hereby propose amending Operating License Nos. DPR-61, DPR-21, DPR-65, and NPF-49 by incorporating the changes identified in Attachment Nos. I and II into the plant Technical Specifications for the Haddam Neck Plant, and Attachment Nos. III, IV, and V into the plant Technical Specifications for Millstone Unit Nos.1, 2, and 3, respectively.

Discussion These ch represent a portion of those recommended in Generic Let-ter89-01geswhich further the NRC's goal as stated in the Commission Policy Statement for Technical Specification improvements. Specifically, these  ;

changes simplify the a(ministrative controls for changes to the Radiological Effluent Monitoring Manual (REMM) section of the Radiological Effluent Moni-toring and Offsite Dose Calculation Manual (REM 0DCM). These changes will allow revisions to the REMM to be implemented without prior NRC approval. The REMM i

will be revised to no longer require prior NRC approval once this proposed i license amendment is approved.

CYAPC0 and NNEC0 plan to submit the remaining changes recommended by Generic i Letter 89-01 at a later date to further improve the Technical Specifications '

for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3. The proposed l

Description of the Chances

1. Sections 6.10.2,m (Haddam Neck, Millstone Unit Nos. I and 2) and 6.10.3 (Millstone Unit No. 3) are being added to the Records Retention'section.

This section requires lifetime retention of records of reviews performed for changes made to the 3EM0DCM and the Process Control Program.

2. Sections 6.17 (Haddam Neck), 6.15 (Millstone Unit Nos. I and 2), and 6.13 (Millstone Unit No. 3) are being changed ,to simplify the administrative controls for making changes to the REMM.

These changes also apply to the Proposed Revised Technical' Specifications (STS format) Sections 6.10.3 and 6.13 for the Haddam Neck Plant.

The administrative controls listed in Section B of the REMM for Haddam Neck and Millstone have also been changed to conform with the above change.

Significant Hazards Consideration CYAPC0 and NNEC0 'have reviewed the proposed changes in accordance with 10CFR50.92 and have concluded that they do not involve a significant hazards consideration in that the changes would not:

1. ~ Involve a significant increase in the probability of occurrence or consequences of an accident previously analyzed. These changes are consistent with NRC Generic Letter 89-01 which furthers the NRC's goal as stated in the Commission Policy Statement for Technical Specification improvements. Since there are no changes in the way the plant is oper-ated, the probability of occurrence or consequences of - an accident previously analyzed is not increased.
2. Create the possibility of a new or different kind of accident from any previously analyzed. The proposed changes simplify the administrative controls for changes to the REMM. Since there are no changes in the way the pant is operated, the potential for an unanalyzed accident is not '

created. No new failure modes are introduced.

3. ' Involve a significant reduction in th'e margin - of safety. Since the proposed changes' do not ' affect the consequences of any accident previ--

ously analyzed, there is no reduction in the margin of safety.

Moreover, the Commission has provided guidance concerning the Application of.

Standards in 10CFR50.92 by providing certain examples '(March 6,. 1986, 51FR7750) of amendments that are _ considered not likely to involve a.signifi-cant hazards consideration. These changes are not enveloped by a specific example. These changes are a portion of those recommended in Generic Let-ter 89-01 which furthers the NRC's goal as stated in the Commission Policy _.

Statement for Technical Specification improvements. Specifically, these changes simplify the administrative controls for changes to the REMM. These changes will allow revisions to the REMM to be implemented without prior NRC approval. In addition, Sections 6.10.2.m (Haddam Neck, Millstone Unit Nos. 1, and 2) and 6.10.3 (Millstone Unit No. 3) are being added to the Records Retention section. This section requires lifetime retention of records of reviews performed for changes made to the REM 0DCM and the Process ' Control Program.

Based upon the information contained -in this submittal and the environmental assessment for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3, there are no radiological or nonradiological impacts associated with the proposed action. The proposed license amendment will not have a significant effect on the quality of the human environment.

The Haddam Neck Plant and Millstone Site Nuclear Review Boards have reviewed and approved.the attached proposed revisions and have concurred with the above

' determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy _of this proposed amendment.

Issuance of the license amendments is requested at your earliest convenience, at which time they can become effective immediately.
