Description of the Proposed Chanaes l j 1

l' Northeast Utilities has recently implemented a series of reorganizational changes of the Nuclear Division. As a result, CYAPCO and NNECO propose to revise Section 6, ,

" Administrative Controls," of the Haddam Neck Plant and Millstone Unit Nos.1,2, and i 3 Technical Specifications to reflect new organizational responsibilities and titles.

These administrative changes to the Technical Specifications, the most recent of which were effective December 9,1996, are containec herein.

Effective October 1,1996, Northeast Utilities esteblished a recovery organization for each of the Millstone units. Each Millstone unit is headed by a Recovery Officer who reports directly to Mr. B. D. Kenyon, President, Chief Executive Officer. The Millstone j Unit 1 Recovery Officer is Mr. J. McElwain, the Millstone Unit 2 Recovery Officer is Mr. i M. ig nd the Millstone Unit 3 Recovery Officer is Mr. J. P. Cowan.

. The administrative changes being proposed in this license amendment request reflect i

, the organizational changes made in October,1996, to reflect the Millstone Recovery J l Organization , additional changes made by each of the Millstone Station Recovery Teams in their respective units. Additionally, a corporate organizational change made j- by the NNECO Directors on December 9,1996, which also impact the Haddam Neck ~

i. Plant is included in this assessment.

I The current organization represents a unitized approach at each of the five units, and i results in a decentralization of a number of functions. Nuclear Oversight is a direct

reporting relationship to the President and Chief Executive Officer maintaining its-i regulatory required independence. The Vice President, Nuclear Oversight has direct
access to the NU Board of Trustees. Work Services which includes Nuclear Services,

! Mater:als Management, General Services, Information Technology and Contract Administration and Nuclear Engineering Support which includes Emergency Planning,

). Engineering Programs, Licensing, Nuclear Engineering and Nuclear Training remain ,

under centralized direction, but with a very strong unit presence. i l

The Health Physics organization reports to the unit organization. The Health Physics organization has sufficient organizational freedom to ensure their independence from operating pressures.

The Millstone Site lwel responsibilities have been assigned to Bruce Kenyon, the.

President, Chief Executive Officer and Chief Nuclear Officer. The individual unit level responsibilities have been assigned to the individual Recovery Officers at each of the individual Millstone Units. The position of Nuclear Unit Director has been replaced at Millstone Unit 1 by the Director, Unit Operations and at Millstone Units 2 and 3 with the j

. Unit Director.

l The composition of the Station Operations Review Committee at Millstone is being modified to reflect these changes and to ensure that there is no reduction in the I expertise or organizational coverage on this key committee. Individual unit membership -

has been selected to ensure this coverage. l l

At the Haddam Neck Facility the site level responsibilities of the Executive Vice '

i No Sianificant Hazards Consideration

, in accordance with 10CFR50.92, CYAPCO and NNECO have reviewed the attached proposed changes and have concluded that they do not involve a Significant Hazards Consideration (SHC). The basis of this conclusion is that the three criterion of 10CFR50.92 are not compromised. The proposed changes do not involve an SHC because the proposed changes will not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated.

No design basis accidents are affected by these proposed changes. The proposed l 5

changes are administrative in nature and are being proposed to reflect the '

organizational changes which became effective December 9,1996. The changes at Millstone include replacement of the Senior Vice President, Millstone by the President,  !

Chief Executive Officer and Chief Nuclear Officer along with the replacernent of the Executive Vice President Nuclear and Chief Nuclear Officer with the Millstone Units 1, 2, and 3 Recovery Officers.

The Haddam Neck unit changes are replacement of the Executive Vice President, Nuclear by the Executive Vice President and Chief Nuclear Officer along with the replacement of the Vice President, Haddam Neck by the Unit Director.

No safety systems are adversely affected by the proposed changes, and no failure j modes are associated with the changes.

2. Create the possibility of a new or different kind of accident from any accident previously evaluated.

There are no changes in any way that the plants are operated due to this administrative _

change. The potential for an unanalyzed accident is not created. There is no impact  !

on plant response, and no new failure modes are introduced. The proposed 3 administrative and editorial changes have no impact on safety limits or design basis accidents, and have no potential to create a new or unanalyzed event.

3. Involve a significant reduction in a margin of safety. '

i These changes do not directly affect any protective boundaries nor do they impact the safety limits for the protective boundaries. These proposed changes are administrative and editorialin nature. Therefore there can be no reduction in the margin of safety.

The commission has provided guidance concerning the application of the standards in  !

i 10CFR50.92 by providing certain examples (51 FR 7751, March 4,1986) of amendments that are considered not likely to involve an SHC. The changes proposed ,

herein are enveloped by example (l), since they are purely administrative changes to  ;

j the technical specifications to ' reflect organizational title changes and to achieve l consistence throughout the technical specifications at Millstone Units 1,2, and 3 and at l Haddam Neck. l Environmental Consideration

, CYAPCO and NNECO have reviewed the proposed anse amendment request against the criteria of 10CFR51.22 for environmental considerations. The proposed changes do not increase the type and amounts of effluents that may be released off site, nor significantly increase individual or cumulative occupational radiation exposures. Based on the foregoing, CYAPCO and NNECO conclude that the proposed ~  !

changes meet the criteria delineated in 10CFR51.22(c)(9) for categorical exclusion from the requirements fcr an environmental impact statement.

Nuclear Safety Assessment Board i The Nuclear Safety Assessment Board has reviewed and has concurred with the above determinations.

Schedule Regarding our proposed schedule for these amendments, we request issuance at your earliest convenience, with the amendments effective as of the date of issuance, to be implemented within 60 days of issuance.

Conclusions 1 4

As discussed above, the proposed changes have been determined not to involve an SHC pursuant to the provisions of 10CFR50.92. Additionally, CYAPCO and NNECO have determined that the license amendment requests meet the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an environmentalimpact statement.

, Attachment 1 provides the mark-up for the proposed changes, and Attachment 2 l provides the retyped pages of the technical specifications. The retyped pages of the proposed changes to the technical specifications in Attachment 2 reflect the currently issued version of the technical specifications. These changes capture the items transmitted to the NRC for Haddam Neck and the three Millstone units in CYAPCO's, NNECO's and North Atlantic's letter of October 3,1996.
