Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Proposed Revision to Technical Specifications Administrative Controls--Recort*na Reauirements Pursuant to 10CFR50.90, Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNEC0) hereby propose amending Operating License Nos. OPR-61, OPR-21, DPR-65, and NPF-49 by incorporating the changes identified in Attachment Nos. I, II, III, and IV into the plant Technical Specifications for the Haddam Neck Plant and Hillstone Unit Nos.1, 2, and 3, respectively.

Discussion The attached proposed changes will eliminate conflicting submittal directions for correspondence, reports, applications, or other written commJnications to tha NRC. The proposed changes will also revise the mailing address for delivery of communications and specify the number of copies required to facilitate action by 'he NRC. These prooosed changes are being made in cardance with revision:, to 10CFR Part 50, Section 50.4, Written mmunications, as published in Fedaral Register Notice 40303, Volume 51, ilo 215.

In addition, these changes will establish consistency between the Technical Specification requirements for the Haddam Neck Plant and Hillstone Unit Nos.1, 2, and 3. Based upon the above discussion, CYAPC0 and NNECO have determined that the changes are classified as administrat P;c in nature, a do not advertely affect nuclear safety, p0l l

Sianificant Hazards Consideration  !

CYAPC0 and NNECO have reviewed the preposed changes in accordance with 10CFR50.92 and have concluded that they do not involve a significant hazards consideration in that these changes would not:

1. Involve a significant increase in the probability of occurrence or consequences of an accident previously analyzed. The proposed changes are strictly administrative in nature and will not increase the probability of occurrence or the consequences of an accident previously analyzed.
2. Create the possibility of a new or different kind of accident from any previously analyzed. Since there are no changes in the way the plant is operated, the potential for an unanalyzed accident is not created. No new failure modes are introduced. The proposed changes are purely editorial and have no affect on plant operation.
3. Involve a significant reduction in margin of safety. The proposed changes are being made in accordance with revisions to IOCFR Part 50, Section 50.4, Written Communications, and are strictly administrative in nature. Since the proposed changes do not affect the consequences of any accident previously analyzed, there is no reduction in the margin of safety.

Moreover, the Commission has provided guidance concerning the application of standards in 10CFR50.92 by prcviding certain examples (March 6,1956, FR7751) of amendments that are considered n.t likely to involve a significant hazards consideration. The proposed changes are enveloped by Enmple (1), a purely administrative change to technical specificaticns; for example, a change to achieve consistency throughout the technical specifications, correction of an  !

error, or a change in nomenclature. The changes proposed herein are strictly l editorial in nature and are being made to reflect the revised criteria of  :

10CFR Part 50, Section 50.4, as well as achieve consistency between the i Technical Specifications for the Haddam Neck Plant and Hillstcne Unit Nos.1,  ;

2, and 3. I Based upon the information contained in this submittal and the environmental l assessment for the Haddam Neck Plant and Millstone Unit Nos. 1, 2, and 3, 1 there are no significant radiological or nonradiological impacts associated with the proposed action, and the proposed license amendment will not have a significant effect on the quality of the human environment.

The Haddam Neck Plant and Millstone Site Nuclear Review Boards have reviewed and approved the attached proposed revisions and have concurred with the above determinations.
