Gentlemen:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Proposed Revision to Technical Specifications Additional Information - Nuclear Review Board By letter dated April 29, 1988 (Reference (1)), Connecticut Yankee Atomic Power Company (CYAPCO and Northeast Nuclear Energy Company (NNEC0) submitted to the Staff a propose)d revision to the Technical Specifications of the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3, respectively, which clarifies the qualifications, function and quorum requirements for the Nuclear Review Board (NRB) and the Site Nuclear Review Board (SNRB). After additional review of the April 29, 1988 submittal and discussions with the NRC Staff, CYAPC0 and NNEC0 propose incorporating the additional changes identified in Attachmont I into the license amendment request submitted to the Staff in Reference (1).

The additional changes revise the minimum membership for each of the NRBs from seven (7) to eight (8) members, and reinstate a clarifying statement in the Haddam Neck Technical Specifications which requires that "combined academic and technical experience must total e minimum of nine (9) years."

These additional changes have no effect on the significant hazards consideration determination provided in Reference (1).
