Haddam Neck Plant Addendum To The Proposed Revision To Technical Specifications Administrative Controls introduction Pursuant to 10CFR50.90, Connecticut Yankee /stomic Power Company (CYAPCO) hereby proposes to amend its Operating License, DPR-61, by incorporating the attached proposed changes into the Haddam Neck Plant (HNP) Technical Specifications. This submittal revises the letter dated December 24,1996,0) which provided proposed changes to Section 6 (" Administrative Controls") of the HNP 1 echnical Specifications.

Background

l In a letter dated December 5,1996,(2) CYAPCO informed the NRC that the Board of i

Directors of CYAPCO had decided to permanently cease operations at the Haddam

Neck Plant (HNP) and that the fuel had been permanently removed from the reactor.

Since the HNP is being decommissioned while the Millstone Units will continue to operate, CYAPCO has decided to establish a separate Nuclear Safety Assessment Board appointed by and reporting to Ted C. Feigenbaum, the Executive Vice President and Chief Nuclear Officer.

The reason for the separate NSAB for the HNP is that the safety issues, resources and expertise needed for decommissioning are different than those for power operation.

, This separate NSAB for the HNP will be able to focus on decommissioning issues such as those raised in NRC Bulletin 94-01( ) and NRC Information Notice 94-389.

Only HNP Technical Specification Sections 6.5.2.1, 6.5.2.2, 6.5.2.3, 6.5.2.6 and 6.5.2.7.g (pages 6-8, 6-9, and 6-10) submitted in the December 24,1996 letter are i affected by this addendum. All other proposed changes to the HNP Technical '

i Specifications submitted in the December 24,1996 letter are still valid.

Discussion in support of this license amendment request, the following information is provided:

. Attachment 1 fonvards the marked-up Technical Specification pages 6-8, 6-9, and 6-10; that were provided in Attachment 2 of the December 24,1996 letter.

. Attachment 2 forwards the retyped Technical Specification pages 6-8,6-9, and 6-10; and reflects the currently issued version of the Technical Specifications.

No Significant Harards Consideration l The No Significant Hazards Consideration (SHC) presented in the December 24,1996 l 8

letter is still applir,able.

i Environmental Consideration CYAPCO has reviewed the proposed license amendment against the criteria of 10CFR51.22 for environmental considerations. The proposed changes do not involve an SHC, do not significantly increases the types and amounts of effluents that may be released off-site, nor significantly increase individual or cumulative occupational radiation exposures. Based on the foregoing, CYAPCO concludes that the proposed changes meet the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirement of an environmentalimpact statement.  ;

i Nuclear Safety Assessment Board Review The Nuclear Safety Assessment Board has reviewed this proposed amendment request l and concurs with the above determination.

fitde Notification in accordance with 10CFR50.91(b), CYAPCO is providing the State of Connecticut with a copy of this proposed amendment request to ensure their awareness of this request.

Commitments There are no commitments contained within this letter. Statements made within this letter are for information only.

Schedule Reauired for NRC Anoroval CYAPCO requests that these proposed changes be reviewed and approved at your earliest convenience. In addition, CYAPCO requests that the license amendment be effective upon issuance with implementation within 60 days.

, , B16167/Page 4 Conclusion The proposed changes have been reviewed in accordance with 10CFR50.92 and it has been determined to not constitute an SHC. In addition, the proposed changes have been reviewed against 10CFR51.22 and it has been determined that the proposed changes meet the criteria for a categorical exemption from requiring an environmental impact statement.
