Haddam Neck Plant Proposed Revision to Technical Specifications Section 3.6. Emeraency Core Coolino Systems (ECCS)

Pursuant to 10CFR50.90, Connecticut Yankee Atomic Power Company (CYAPC0) proposes to amend its Operating License, DPR-61, by incorporating the attached proposed changes (Attachment 1) into the Technical Specifications of the Haddam Neck Plant.

Specifically, Technical Specification Section 3.6,

" Core Cooling Systems,"

Section 3.7, " Minimum Water Volume and Boron Concentration in the Refueling Water Storage Tank," and Section 4.3,

" Core Cooling Systems - Periodic Testing," have been revised and combined into a new Section 3.6 titled,

" Emergency Core Cooling Systems."

This new section follows the Westinghouse Standard Technical Specifications (H STS) format.

In addition, the 'Index' section has been revised to reflect the proposed changes.

Along with the amendment request for Section 3.6, supporting documentation is provided as follows:

o forwards the revised Technical Specification pages.

o provides a description of the changes from the existing Technical Specifications.

CYAPC0 has reviewed the proposed Technical Specification changes in accordance with 10CFR50.92 and has determined that they do not involve a significant hazards consideration.

The basis for this determination is discussed in.

o provides a comparison matrix to the existing Technical Specifications and the H STS as described in the preface to that attachment.

o provides a cross-reference to the existing Technical Specifications.

The intent of this attachment is to provide a means to be certain that all sections in the existing Technical Specifica-tion sections are either totally incorporated in the proposed 8904280024 890421 s

Technical Specifications or a justification is provided for its deletion.

Moreover, the Commission has provided guidance concerning the application of

the standards in 10CFR50.92 by providing certain examples (March 6,

1986, i

FR7751) of amendments that are considered not.likely to involve a significant i

hazards consideration.

The changes proposed herein are enveloped by example (ii), a change that constitutes an additional limitation, restriction or control not previously included in the Technical Specifications.

These proposed changes would add Limiting Conditions for Operation and Surveillance Requirements for the systems covered under the proposed revised Technical Specification sections and are consistent with the H STS.

This will help ensure the operability and reliability of the systems covered under the proposed revised Technical Specification sections.

An additional change is not enveloped by a specific example.

The current surveillance requirement to i

test the containment spray valves has been deleted as the accident analyses do i

not. credit the containment spray system to mitigate the consequences of a design basis accident.

Therefore, the proposed changes do not impact the consequences of any design basis accident.

Based upon the information in this submittal, there are no significant radio-logical or nonradiological impacts associated with the proposed changes, and the proposed license amendment will not have a significant effect on the quality of the human environment.

The Haddam Neck Nuclear Review Board has reviewed and approved the proposed changes and has concurred with the above determination.

In accordance with 10CFR50.91(b), CYAPC0 is providing the State of Connecticut with a copy of this proposed amendment.

Regarding our proposed schedule for this amendment, we request issuance at your earliest convenience with the amendment effective within 30 days upon issuance.
