Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Proposed Revision to Technical Specifications Administrative Controls--Nuclear Review Board Pursuant to 10CFR50.90, Connecticut Yankee Atomic Power Company (CYAPC0) and Northeast Nuclear Energy Company (NNECO) hereby propose amending Operating License Nos. OPR-61, CPR-21, DPR-65, and NPF-49 by incorporating the changes identified in Attachment Nos. I, II, III, and IV into the plant Technical l Specifications for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3, respectively.

Discussion I

ILRB Function and Composition l The changes proposed herein more accurately reflect the criteria for an offsite review board as stated in ANSI N18.7-1976. These changes clarify the qualifications of Nuclear Review Board (NRB) and Site Nuclear Review Board (SNRB) members as well as reinstate the function of the NRB and SNRB as independent review bodies. The proposed changes are strictly administrative in natura and would not allow a less qualified individual to sit on the NRB/SNRB, nor does it diminish the scope of the NRB/SNRB responsibilities, the authority of the NRB/SNRB, or the functioning of the NRB/SNRB.

NRB Ouorum The proposed changes more clearly state the requirements necessary to achieve a quorum for the NRB, as well as clarify the inclusion of the Chairman or his designated alternate as part of the membership necessary to achieve a quorum; i.e., a majority of the assigned members. Moreover, this proposed change was discussed during a conference call on May 13, 1987 with the NRC Staff and found to be acceptable.

B12859/Page 2 l April 29, 1988 In addition, these changes will establish consistency between the Technical Specification requirements for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3. Based upon the above discussion, CYAPC0 and NNEC0 have determined that the changes are classified as administrative in nature, and can in no way adversely affect nuclear safety.

Sianificant Hazards Consideration CYAPC0 and NNEC0 have reviewed the proposed changes in accordance with 10CFR50.92 and have concluded that they do not involve a significant hazards consideration in that these changes would not:

1. Involve a significant increase in the probability of occurrence or consequences of an accident previously analyzed. The proposed changes are strictly administrative in nature and will establish consistency between the Technical Specification requirements for NRB function and composition for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and
3. This administrative change will not increase the probability of occurrence or the consequences of an accident previously analyzed.
2. Create the possibility of a new or different kind of accident from any previously analyzed. Since there are no changes in the way the plant is operated, the potential for an unanalyzed accident is not created. No new failure modes are introduced. The proposed changes are purely editorial and have no affect on plant operation.
3. Involve a significant reduction in a margin of safety. The proposed changes clarify the function and composition of the NRB/SNRB and are strictly administrative. Since the proposed changes do not affect the consequences of any accident previously analyzed, there is no reduction in the margin of safety.

Moreover, the Commission ~ provided guidance concerning the application of standards in 10CFR50.92 vy coviding certain examples (March 6,1986, FR7751) of amendments that are conimered not likely to involve a significant hazards consideration. The proposed changes are enveloped by Example (i), a purely administrative change to technical specifications; for example, a change to achieve consistency throughout the technical specifications, correction of an error, or a change in nomenclature. The changes proposed herein are strictly editorial in nature and are being made to more accurately reflect the criteria  ;

Specifications for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3.

Based upon the information contained in this submittal and the environmental assessment for the Haddam Neck Plant and Millstone Unit Nos.1, 2, and 3, there are no significant radiological or nonradiological impacts associated with the proposed action, and the proposed license amendment will not have a j significant effect on the quality of the human environment.
