ENCLOSURE 1 NOTICE OF VIOLATION TU Electric Docket No.: 50-445 Comanche Peak Steam Electric Station License No.: NPF-87 During an NRC inspection conducted on February 2 through March 15,1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

Technical Specification 6.8.1 requires the licensee to establish, implement, and maintain procedures covering the activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Appendix A recommends procedures for performing maintenance that can affect the performance of safety-related equipment.

Procedure MSM-CO-8802, "Borg-Warner Pressure Seal Gate Valve Maintenance,"

Revision 1, Steps 8.6.1.3 and 8.6.1.12 required that fasteners be torqued in accordance with Table 1.

Contrary to the above, on March 5,1997, during the performance of Procedure MSM-CO-8802, Steps 8.6.1.3 and 8.6.1.12, maintenance personnel failed to torque Train B motor-driven auxiliary feedwater pump discharge isolation valve (1 AF-0054) fasteners in accordance with Table 1.

This is a Severity Level IV violation (Supplement 1)(50-445/9705-02).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in the enclosed Inspection Report 50-445/97-05:50-446/97-05.

However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D. C. 20555 with a copy to the Regional Administrator, Region IV, and a copy to the NRC i Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). j Dated at Arlington, Texas j this 15th day of April 1997 j i.
