SUBJECT: NRC INSPECTION REPORT 50-445/97-05;50-446/97-05 AND NOTICE OF
V!OLATION
Dear Mr. Te rry:
On March 15,1997, the NRC completed an inspection at your Comanche Peak Steam
Electric Station, Units 1 and 2, reactor facility. The enclosed report presents the scope
and results of that inspection.
. During the 6 week period covered by this inspection, your conduct of activities at the
Comanche Peak Steam Electric Station was characterized by safety-conscious operations
and improved engineering performance. We are concerned, however, about a violation of
NRC requirements which is identified in the enclosed report. The violation is of concern
because it was identified by the NRC and because it resulted from poor attention-to-details
during the performance of work activities.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detail in the enclosed report. The NRC has
concluded that information regarding the reason for the violation, the corrective actions

taken and planned to correct the violation and prevent recurrence is already adequately
addressed in the enclosed report. Therefore, you are not required to respond to this letter

unless the description therein does not accurately reflect your corrective actions or your
position. In that case, or if you choose to provide additional information, you should follow
the instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room (PDR). To the extent
possible, your response should not include any personal privacy, proprietary, or safeguards
information so that it can be placed in the PDR without redaction.
Should you have any questions concerning this inspection, we will be pleased to discuss
them with you.
