In correspondence dated December 28, 1995, Entergy Operations described plans for replacing the tone-alert radio portion of the prompt notification system' with National

! Oceanic & Atmospheric Administration (NOAA) weather radios. The purpose of this letter is to provide an update regarding the status of that effort.

Implementation of NOAA weather radios at ANO, originally scheduled for the Spring of 1996, has not occurred due to delays in the Federal Emergency Management Agency (FEMA) approval process. As a result of FEMA budget and resource constraints, review of this project has been delayed due to other higher priority issues within the agency. ANO has elected to continue with the use of tone-alert radios and the services of a contract radio station for activating these radios until the conversion to NOAA radios is completed. ANO l

estimates that NOAA implementation, which includes final approval by FEMA and subsequent l

work on installation and testing of NOAA equipment, will occur in, or before, the fourth 1 quarter of 1997.

l l Our December 28,1995, letter stated that the Emergency Instructions Booklet (EIB) issuance i and NOAA weather radio implementation would occur during the Spring of 1996. This schedule was dependent on FEMA approval. Although this project has been delayed, dissemination of the EIB is nearing completion, even though no informatieri regarding NOAA radios could be included in this revision due to the delay in obtaining FEMA approval.

j OCAN079603 Page 2 i Dissemination of this revision of the EIB satisfies the requirements of 10CFR50, Appendix E. i IV. D. which states that " provisions shall be described for yearly dissemination to the public within the plume exposure pathway EPZ of basic emergency planning information..."

Additionally, as outlined in our December 28, 1995, correspondence, ANO intends to disseminate a revised Emergency Instmetions P^ Net (EIB) prior to the implementation of NOAA weather radio during 1997 in order to ensure that instructions for using the new radios  !

are adequately communicated to the population within the plume exposure pathway j emergency planning zone (EPZ).
