James A. FitzPatrick Nuclear Power P! ant Docket No. 50-333 Proposed Change to the Technical Specifications Regarding Cvele 12 Minimum Critical Power Ratio Safetv Limit (JPTS-96-010)

Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications proposes a revised Minimum Critical Power Ratio Safety Limit. The changes correct the Safety Limit Minimum Critical Power Ratio (SLMCPR) values for cycle 12, the current reactor operating cycle. General Electric Company determined the present values were non-conservative during an evaluation of SLMCPRs for a number of plants, including FitzPatrick, during April and May of 1996. Submission of this amendment satisfies a corrective action of LER-96-005, Error in Safety Limit Minimum Critical Power Ratio Calculation. As discussed in LER-96-005, corrective actions are in place to ensure the corrected SLMCPR will not be violated should the limiting abnormal operating occurrence take place.

The signed original of the Application for Amendment to the Operating License is enclosed for filing. Attachment I contains the proposed new Technical Specification pages, and Attachment 11 is the Safety Evaluation for the proposed changes. A markup of the affected Technical Specification pages is included as Attachment 111.

There are no commitments contained in this submittal.

A copy of this application and the associated attachments are being provided to the designated New York State official in accordance with 10 CFR 50.91.
