Dear Sir,

This application for an amendment to the James A. FitzPatrick Operatirg License (DPR-59) and to the Technical Specifications adds the NRC standard fire protection license condition to the Operating License, and relocates the fire protection requirements from the Technical Specifications to a FitzPatrick administrative procedure.

This change was developed using the guidance contained in NRC Generic Letters 86-10 and 88-12 (References 1 and 2, respectively), and is consistent with NRC and industry efforts to i simplify the Technical Specificatius. The proposal deviates from the material presently in the FitzPatrick Technical Specifications only where necessary to correct statements that would be incorrect if relocated, or are not applicable in an administrative procedure. No changes have been proposed to the operriting, surveillance or administrative requirements except as noted above. The Authority reqi.ests that the enclosed proposed Technical Specification changes be l approved by October 31,1994.
