APPLICATIQhLEQH AMENDMEEI_IO OPERATING _ LICENSE The New York Power Authority requests an amendment to the Operating License (DPR-59) and to the Technical Specifications contained in Appendix A to Facility Operating License DPR-59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
The proposed changes add the NRC standard fire protection license condition to the Operating License, and relocates the fire protection requirements from the Technical Specifications to a FitzPatrick administrative procedure.
This proposed amendment has been developed using the guidance contained in NRC Generic Letters 86-10 and 88-12, and is consistent with NRC and industry efforts to simplify the Technical Specifications.
The signed original of the Application for Amendment to Operating License is enclosed for filing. Attachments I, ll and lll to this application contain the proposed changes to the
' Technical Specifications, proposed changes to the Operating License and the associated safety evaluation, respectively. A mark-up of the affected Technical Specification pages and a mark-up of the affected Operating License pages is included as Attachments IV and V. A draft mark-up of the UFSAR update is provided as Attachment VI, and the changes will be submitted with the 1995 UFSAR Amendment. ' Attachment Vil is a draft mark-up of Administrative Procedure AP-01.04 " Tech Spec Related Requirements, Lists and Tables *."
