SUMMARY

OF MANAGEMENT ACTIONS GENERAL INFORMATION During this reporting period, the average badged population was 2433. A total of 1197 random tests were performed representing a random testing rate of 49.2%. Combined with testing statistics documented for the first 6-month period of 1993, the yearly average badged population was 2277. For the year,2286 random tests were performed resulting in a yearly random testing rate of 100.4%.

Seven (7) tests were reported in the_"other" category during this 6-month period. These tests represent screening tests conducted on infrequent access contractors who had previously been unavailable for random testing on two consecutive occasions.

PROGRAM INITIATIVES The Training Department undertook a project to examine the feasibility ofimplementing a computer based training program for Fitness For Duty. It is anticipated that this training could be made available over the site's computer network and would serve as an on-line study aid. Personnel could, at their own pace, use this tool to prepare for the examination given by the Training Department.

APPEALS During this period, one contractor individual who tested positive for THC filed an appeal.

A specimen retest was conducted, the appeal board reviewed all results and pertinent documentation, and the final decision of the appeal board was to uphold the testing result.

The FFD record of the individual continues to reficct a confirmed positive test.

1 REPORTABLE EVENTS l There was one event reportable under 10CFR26.73(a)(2)(ii). A contractor supervisor was determined to have a confirmed positive test for cocaine. Actions were taken upon confirmation of the test to remove the individual's unescorted access. The individual was, at times, responsible for a crew of pipe fitters who did perform work on safety related systems. The normal work progress called for operability reviews of that work by QA/QC personnel and engineering personnel. The normal reviews consisted both of walk-down inspections of the actual work and reviews of the associated documentation. In addition, an independent work quality review was performed after the discovery of the event which revealed no abnormalities or identified any concerns.
