COMANCHE PEAK NUCLEAR POWER PLANT, UNITS 1 AND 2 -

CORRECTION OF AMENDMENT NOS. 166 AND 166, ISSUANCE OF AMENDMENTS REGARDING EMERGENCY ACTION LEVEL SCHEME CHANGE (CAC NOS. MF6407 AND MF6408)

Dear Mr. Peters:

By letter dated June 14, 2016, 1 the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 166 to Facility Operating License (FOL) No. NPF-87 and Amendment No. 166 to FOL No. NPF-89 for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2, respectively.

The amendments consist of changes to the emergency action level (EAL) scheme in response to your application dated June 30, 2015, 2 as supplemented by letters dated January 27 3 and March 3, 2016. 4 Amendment Nos. 166 and 166 were effective as of June 14, 2016, and are to be implemented in 180 days from the date of issuance of the license amendments. In the application dated June 30, 2015, the licensee requested an implementation period of 180 days from the date of issuance of the license amendments. However, in the supplemental letter dated March 3, 2016, the licensee requested a new implementation period of 270 days from the date of issuance to allow training to be completed on the new EALs. During a conversation between Mr. Jack Hicks of your staff and the NRC staff, it was noted that page 2 of the amendment authorization letters for FOL Nos. NPF-87 and NPF-89 stated an incorrect implementation period of 180 days.

The NRC staff concludes that the error was inadvertently introduced during the preparation of the license amendments. To correct the error, revised copies of page 2 of the amendment authorization letters for FOL Nos. NPF-87 and NPF-89 are enclosed. Please replace page 2 of the amendment authorization letters for FOL Nos. NPF-87 and NPF-89 that were issued by letter dated June 14, 2016, with the enclosed pages.

The Notice of Issuance has been corrected to reflect the 270-day implementation period and will be included in the Commission's next biweekly Federal Register notice.

3. The license amendment is effective as of its date of issuance and shall be implemented within 270 days from the date of issuance.

Accordingly, by Amendment No. 166, Facility Operating License No. NPF-89 is hereby amended to authorize revision to the Comanche Peak Nuclear Power Plant Emergency Plan as set forth in Luminant Generation Company LLC's application dated June 30, 2015, as supplemented by letters dated January 27 and March 3, 2016, and evaluated in the NRC staff's safety evaluation enclosed with this amendment.
3. The license amendment is effective as of its date of issuance and shall be implemented within 270 days from the date of issuance.
