May 3, 1993 MEMORANDUM TO FILE OCONEE NUCLEAR SITE

SUBJECT:

Revision 93-2, Volume A Oconee Emergency Plan The following changes were made to Section D, Volume A, Oconee Nuclear Site Emergency Plan:

Record of Changes - Shows effective date of emergency plan revision 93--2.

SECTION A Page A Added Memorandum of Understanding (Joint Information Center). Memorandum was in the plan but was not listed on this page with all other agreements.

SECTION B Figure B Removed Technical Briefers from under the jurisdiction of the Engineering Manager. Technical briefers are civil engineers but in an emergency situation where the JIC is activated, these people will respond to the News Director.

SECTION D Page D-27 - Number 10 - Site Area Emergency. Major Damage to Spent Fuel in Containment or Fuel Handling Building.

Fuel Handling Building New radiation monitors have been installed at Oconee. It was not fully understood how the monitors would actually work for a very high radiological release. It was assumed that RIA 45 would go offscale high and RIA 46 would come on scale. After the simulator model was completed to duplicate the new Radiation monitors, it was determined that RIA 45 would drop to 0 when it went offscale high. The EALS are being revised to reflect this.

Reference to RIA 45 has been deleted from the emergency action level.

Page D-32 - Number 2. General Emergency. Loss of 2 of 3 Fission Product Barriers with a Potential Loss of 3rd Barrier.

A typographical error was made in the EAL and the basis portion of the condition. The correct hydrogen concentration is 9% and not 8%. See RP/0/B/1000/01, page 3 of 12.

APPENDIX 5 - New letters of agreement.

APPENDIX 6 - Pages 1, 4, 6 The above changes do not reflect a decrease in the effectiveness of the Oconee Emergency Plan.
