River Bend Station Request for Additional Information (RAI) Regarding 24 Month Cycle (ME1872)

Barry and Dave, By letter dated August 9, 2009 (Agencywide Documents Access & Management System (ADAMS) Accession No. ML092470152), Entergy Operations, Inc. (Entergy, the licensee), submitted a license amendment request (LAR) to support 24-month fuel cycles at the River Bend Station. Specifically, the change addresses certain Technical Specification Surveillance Requirement frequencies that are specified as 18 months by revising them to 24 months.

The NRC staff has determined that the following additional information is needed to complete its review of the subject LAR for RBS. This request was discussed with Barry Burmeister of your staff on May 13, 2010, and it was agreed that a response would be provided by June 4, 2010. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-1445 or via e-mail at Alan.Wang@nrc.gov. This amendment request addresses certain TS Surveillance Requirement (SR) frequencies that are specified as "18 months" by revising them to "24 months" in accordance with the guidance provided in NRC Generic Letter (GL) 91-04. In addition the amendment also proposes revised degraded voltage setpoint allowable values in TS Table 3.3.8.1-1. The following RAIs pertain to the proposed degraded voltage relay setpoint allowable values:

1. Confirm whether the undervoltage protective schemes for the loss of voltage (LOV) and the degraded voltage relay (DVR) are not bypassed during emergency diesel generator (EDG) operation and provide a copy of logic and/or schematic diagrams reflecting such relay bypass scheme. If they are not bypassed, explain that the proposed TS DVR setpoint allowable values would not result in unnecessary actuation of the relay when EDG is supplying power at the minimum TS required voltage to the safety related bus.
2. Provide a summary of the calculation that demonstrates that all safety related equipment will be protected based on the proposed DVR setpoint allowable values in TS Table 3.3.8.1-1. The NRC staff also requests the licensee to provide a detailed discussion of the limiting or bounding component used to determine the proposed TS DVR setpoint allowable values.
