dated July 2011 and supplemented via Engineering Change 93084 Markup dated February 2023

Good morning. I am Jasons backup project manager while he is away.

The NRC staff is conducting an acceptance review for the River Bend TSTF-505 and 10 CFR 50.69 license amendment requests (LARs) and has identified a need for clarification before the staff can reach a conclusion on the acceptability of the LARs.

For the seismic risk estimate supporting both LARs, the licensee proposed to use a parameter, termed the plant-level HCLPF, value of 0.3g PGA for both the 505 and 50.69 LARs. This value represents a non-standard and substantially increased value from 0.1g as documented in the NRCs GI-199 report for River Bend.

The staff notes that the LARs did not provide any references that may contain documentation (e.g., key elements of a seismic margin assessment) and calculations (e.g.,

seismic fragilities of SSCs contributing to the seismic margin) to justify the proposed HCPLF value of 0.3g. Please identify such references. The staff plans to review them in a regulatory audit and expects to have some portion of the information docketed to make its regulatory finding. If the licensee does not have this information, the staff believes the LARs cannot be accepted for review until the licensee has developed such information because there will be no basis for a positive regulatory finding.
