~The root cause investigation for this event has not been completed.

Based on the results of this investigation, information regarding the safety signiTicance of this condition, including additional corrective and preventive actions, will be provided in an update to this LER upon completion of the investigation.

This LER was originally due to be submitted on March 23, 1999.Due to uncertainty as to technical issues that directly affect the reportability of this event, submittal of the LER was delayed to.allow for resolution of questions.
