Donald C.Cook Nuclear Plant Units 1 and 2 NRC BULLETIN NRC BULLETIN 96-02, MOVEMENT OF HEAVY LOADS OVER SPENT FUEL, OVER FUEL IN THE REACTOR CORE, OR OVER SAFETY-RELATED EQUIPMENT This letter provides our 30-day response to NRC Bulletin 96-02,"Movement of Heavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment." As requested by the bulletin, we have reviewed plans and capabilities for handling heavy loads at Donald C.Cook Nuclear Plant.Based on our knowledge of safe load paths, crane design, crane inspection programs, and operator training, and a review of planned actions and related procedures, we have concluded that our plans and capabilities for handling heavy loads are in accordance with our commitments to existing regulatory guidelines.

This conclusion is further supported by previous internal quality assurance surveillance.

Specifically, a surveillance was perfor"..d in October 1985 to verify that the heavy load commitments reflected in AEP:NRC:0514 had been implemented.

Another surveillance, conducted in October/November 1993, addressed preventative maintenance of the auxiliary building cranes to ensure that the requirements of NUREG 0554 were being met.Additionally, our review confirmed that in special circumstances involving movement of heavy loads, specifically the unit 2 steam generator replacement and the spent fuel pool reracking project, license amendments were obtained.At this point, we have no plans for movement of unusual heavy loads during the next two years which would require technical specification changes or other license amendments.

9605140108 9605i0 PDR ADOCK 05000315 8 PDR ggII~o U.S.Nuclear Regulatory Commission Page 2 AEP:NRC:0514Z Because of the emphasis placed on NUREG 0612 by this bulletin and the relatively long time span since NUREG 0612 was implemented at Cook Nuclear Plant, we will initiate a self assessment to ens"-re that our commitments to NUREG 0612 are still appropriate and are being met.Any deviations or deficiencies found during the self assessment will fall under our corrective action program and will be subject to the appropriate regulatory reporting requirements.
