Rochester GasandElectricbelievesthatthehydrostatic testrequirement fortheservicewatersystemisimpractical duetosystemdesignandtherefore requestforrelieffromthisrequirement issought.2~BASZSFORRELIEFThedesignofthesystemdictatestheuseofanopen-ended well-pitpump,whosesuctioncannotbeblankedofftopermitafullsystempressuretest.Theportionofthesystemdown-streamoftheheatexchanger isalsoopen-ended andcannotbehydzostatically tested.Theremaining sectionofthesystemisonlyisolatable bymeansofbutterfly valveswhichwerenodesignedtoprovidealeaktight boundary.

Withthesystemassuchitwouldbeimpractical toexpectthatleakagesotherthanatthevalvescouldbedetected.

Thevalvesmaterial, ahighstrengthcaststainless steel(AS'351-CPS),

iswidelyusedinthenuclearindustryandhasperformed extremely well.Thepresenceofsomedeltaferrite(typically 5%ormore)substantially increases re-sistancetointergranular stresscorrosion cracking.

Thedeltaferritealsohelpsthematerialtoresistpittingcorrosion inchloridecontaining environments.

Rochester Gas&Electricfeelsthatadequatesafetymarginsareinherentinthebasicvalvedesignandthatthepublic'shealthandsafetywillnotbeadversely effectedbynotper-formingavisualexamination othe'valveinternalpressureboundarysurfaces.
