Ithasbeenobservedbythemanufacturer, andreportedtothelicenseeonMarch15,1980thatina'imitednumberoftransmitters aninputpressureeitheroverorunderthenormaloperating rangecausesanoutputwithinthenormalrangeof4to20milliamps.

Thetransmitters affectedareRosemount Model1152pressuretransmitters withoutputcodes"A"or"D".Themanufacturer observedthatduetoauniquecondition inthetransmitter electronics, anoverrange condition exceeding 140%oftheupperrangelimitcancauseadiscontinuity inthetrans-mitteroutput,resulting inanoutputlessthan20millamps.

Duetoadifferent uniquecondition inthet'iansmitter electronics, anunderrange condition exceeding 100%ofthecalibrated spancancauseanoutputabove4milliamps.

Theoverrange discontinuity wasobservedin5%ofalimitedsample,theunderrange discontiniuty beingobservedin55%ofthesample.Themodeltransmitter inparallelwithasecondtransmitter fromadifferent manufacturer actuatesContainment VacuumReliefValveFCV-25-7ononevacuumreliefline.Anidentical controlarrangement existsforContainment VacuumReliefValveFCV-25-8onaredundant vacuum.reliefline.Thesevalvesalsoperform*containmere isolation functionintheeventofaLOCA.Eachcontainment vacuumrelieflinecontainsacheckvalvetopreventflowoutfromthecontainment.

Therangeoftheaffected.

t=ansmitters is-5"H20to0"H20fora4to20milliampoutput.Withanoverpressure condition exceeding 140%ofthecalibrated span,equivalent toapositivepressureof2"H0incontainment, theRosemount transmitters couldopenvalvesFCV-25-7and3CV-25-8eventhoughthesecondtransmitter functions properly.

Assumingafailureofthecheckvalve(s);

containment isolation capability wouldbeaffected.

Thismodel-transmitter isalsousedtomonitorreactorcoolantflow.Fourtransmitters monitorthedifferential pressureacrossthereactorcoolantpumpsandfourtransmitters monitorthedifferential pressureacrossthereactorcore.Thesetransmitters are"Indication Only"instruments andhavenocontrol,protective, orsafetyfunction.

Corporate PowerPlantEngineering hasdirectedthatthecontainment vacuumrelieftransmitters bereplacedwithClass1E,SeismicCategoryIqualified Rosemount Model1153pressuretransmitters.

TheSt.LuciePlantMaintenance Department coordinated byFP&LPowerResources Department willberesponsible forthetransmitter replacement.

Thisactionisscheduled tobecompleted priortothestart-upoftheunit(approximately April30,1980).St.LucieUnit1hasbeenengagedinrefueling sinceMarch15,1980.TheLicenseehasdetermined thatitsotherlicensedfacilities arenotaffectedbythissituation, anditsEngineering Department willensurethattheunitunderconstruction, St.LucieUnit2,willalsonotbeaffected.
