July 6, 2017 MEMORANDUM TO: Brian E. Holian, Acting Director Office of Nuclear Reactor Regulation FROM: Kriss M. Kennedy, Regional Administrator /RA/ Region IV

SUBJECT:

SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION LICENSE RENEWAL APPLICATION By letter dated October 28, 2010, South Texas Project Nuclear Operating Company, (STPNOC or the applicant) submitted an application pursuant to 10 CFR Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants," to renew the operating licenses for the South Texas Project Electric Generating Station facility. With close coordination and support from your staff in the Division of License Renewal, we completed the inspections at South Texas Project Electric Generating Station in accordance with the guidance in Inspection Manual Chapter 2516, "Policy and Guidance for the License Renewal Inspection Program," and Inspection Procedure 71002, "License Renewal Inspection." The inspectors verified that the applicant has implemented the scoping and screening methodology and established aging management programs in conformance with the descriptions contained in the application for license renewal. The inspectors verified the acceptability of the existing and planned aging management programs and planned implementing procedures. Further, the inspectors verified that the applicant provided the required documentation in an auditable and retrievable form. We documented the details of the scope of our license renewal inspection and results in Inspection Report 05000498/2011007 and 05000499/2011007, dated October 7, 2011 (ML112800109). We have determined that the applicant's programs and activities related to the license renewal of South Texas Project Electric Generating Station have been, or will be, completed in substantial agreement with docketed commitments and regulatory requirements. Within the above inspection scope, the applicant demonstrated the capability to manage the effects of aging during the period of extended operation. Therefore, we conclude that there is reasonable assurance that the applicant's aging management programs provide an adequate foundation for renewing the licenses for the South Texas Project Electric Generating Station for an additional 20 years.
