QUALITYASSURANCfMANUALGINNASTATIONAPPENDIXBCinnaStationInserviceInspectionProgramForthe1980-1989IntervalAttachmentA-ExemptionsPAC)OF18Uh,nuary1,19801)tocompletethesubjectexamination,unnecessaryexpendituresofman-hoursandman-remarerequiredwithessentiallynocompensatingincreaseinplantsafety,and2)thestructuralintegrityaffordedbyvalvecasingmaterialutilizedvillnotsignificantlydegradeoverthelifetimeofthevalve.BasedondatacompiledfromaplantsimilarinageanddesigntoGinna,itisexpectedthatapproximately100man-hoursand5man-remexposurevouldberequiredtodisassemble,inspect,andreassemblethesevalves.Performingthisvisualexami-nationundersuchadverseconditions,highdoserates(30-40R/hr),andpooras-castsurfaceconditions,realisticallyprevideslittleadditionalinformationastothevalve'scasingintegrity.Thevalvesmaterial,ahighstrengthcaststainlesssteel(AS'351-CPS),iswidelyusedinthenuclearindustryandhasperformedextremelywell.Thepresenceofsomedeltaferrite(typically5%ormore)substantiallyincreasesre-sistancetointergranularstresscorrosioncracking.Thedeltaferritealsohelpsthematerialtoresistpittingcorrosioninchloridecontainingenvironments.RochesterGas&Electricfeelsthatadequatesafetymarginsareinherentinthebasicvalvedesignandthatthepublic'shealthandsafetywillnotbeadverselyeffectedbynotper-formingavisualexaminationothe'valveinternalpressureboundarysurfaces.3.ALTERNATIVEPROVISIONSiAsstatedabove,RochesterGas6Electricdoesnotbel'eveIthatthevisualexaminationrequiredeachtenyearintervaliswarranted.However,asstandardmaintenancepracticedictates,whenthesevalvesaredisassembledformaintenancepurposes,avisual~examinationoftheinternalsandinternalpressureboundarysurfaceswillbeperformed,totheextentpractical.
