LICENSEE: Southern California Edison FACILITY: San Onofre Nuclear Generating Station, Units 2 and 3 SUBJECT: SUMMARY OF SEPTEMBER 24, 2014, MEETING WITH SOUTHERN CALIFORNIA EDISON RE: MEETING ON THE CONTROL ROOM/COMMAND CENTER FUNCTION OPTIONS FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (TAC NOS. MF4778 AND MF4779) Background On September 24, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern California Edison (SCE, the licensee) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for SCE to provide an overview of its plans to relocate the current Main Control Room to a new Command Center during decommissioning for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS). The meeting notice and agenda, dated September 11, 2014, can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 14261A398. A list of attendees is provided in the Enclosure. Meeting On September 24, 2014, the NRC staff held a public meeting with SCE to discuss SCE's options for relocating the existing Control Room to a Command Center at SONGS. Portions of the meeting were closed to the public because Safeguards or Security-related information were discussed. The licensee's presentations can be found in ADAMS under Accession Nos. ML 14265A465 and ML 14272A465 for the public and non-public portions, respectively. During the presentation, the licensee provided an overview of the functions that the proposed Command Center would employ, including spent fuel pool indications and alarms, plant radiation monitors, fire panel, and meteorological data. In addition, the licensee identified the Command Center functionality related to the permanently defueled emergency plan (PDEP), which would include the ability to assess plant status, implement emergency actions and mitigation strategies, and provide voice communications with the NRC and local agencies, as needed. The licensee also provided a comparison of the functional design requirements of the operating plant to the proposed decommissioning facility, including the plant control/protection functions, displays, communications, habitability, and structural requirements. The licensee stated that the staffing levels for the Command Center would be consistent with the requirements in Section 5 of the recently-amended technical specifications and the PDEP license amendment request currently under review by the NRC staff.

-2 -Before concluding the open portion of the meeting, a few members of the public asked questions and made comments. One commenter was concerned that the money for the relocation would not be well spent and suggested that the Command Center should not be a temporary structure, but a facility to be used for the long-term. Another member of the public commented that the licensee was moving too quickly with this relocation and suggested that they slow down and consider other points of view. The NRC responded that the NRC staff will perform a thorough evaluation of any request made by the licensee before a decision is made and that the staff will take as much time to assess as is necessary. Following the public question period, the meeting was closed to the public to discuss security aspects of the Command Center options. No Public Meeting Feedback forms were received. Following the meeting, a member of the public who participated in the meeting submitted an e-mail with comments and observations on the meeting and requested that they be made part of the public record of this meeting.
