OF OCTOBER 16, 2023, PRE-SUBMITTAL TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING A LICENSE AMENDMENT REQUEST TO ADOPT TSTF-505 FOR WOLF CREEK GENERATING STATION, UNIT 1 (EPID L-2023-LRM-0076)
On October 16, 2023, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the pre-submittal teleconference was to discuss preliminary information regarding the licensees planned submission of a license amendment request (LAR) for Wolf Creek Generating Station, Unit 1 (Wolf Creek), to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF [Risk-Informed TSTF] Initiative 4b (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18183A493). The NRC issued a model safety evaluation (SE) approving TSTF-505, Revision 2, on November 21, 2018 (ML18269A041). The licensees presentation slides are available in ADAMS at Accession No. ML23275A171. The meeting notice and agenda dated October 5, 2023, are available in ADAMS at Accession No. ML23278A026. A list of attendees is enclosed.
During the meeting, the licensee indicated that the proposed risk-informed completion time (RICT) methodology would be based on Nuclear Energy Institute (NEI) 06-09, Risk-Informed Technical Specifications Initiative 4b, Risk-Managed Technical Specifications (RMTS)
Guidelines. The NRC staff issued a model SE approving NEI 06-09 on May 17, 2007 (ML071200238). The licensee indicated that the proposed RICT would apply to 50 Wolf Creek technical specification (TS) required actions. The RICT would not apply to shutdown conditions because the licensee has not developed a shutdown probabilistic risk assessment (PRA) model for Wolf Creek. The proposed LAR would also include adoption of TSTF-439, Revision 2, Eliminate Second Completion Times Limiting Time From Discovery of Failure to Meet an LCO
[Limiting Condition for Operation]. The NRC issued a model SE approving TSTF-439, Revision 2, on January 11, 2006 (ML060120272). The licensee indicated that TSTF-439 affected 10 Wolf Creek TS required actions.
The licensee has assessed its PRA model against the American Society of Mechanical Engineers (ASME)/American Nuclear Society (ANS) PRA Standard RA-Sa-2009 and Regulatory Guide 1.200, Revision 2, An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities, dated March 2009 (ML090410014). The licensee indicated that its seismic-induced fire PRA was under peer review and would be addressed in the LAR. The licensees goal would be no open facts and observations (F&O) and any remaining F&Os would be dispositioned in the LAR.
The NRC staff discussed the importance of lessons learned from past precedence, for example, resolving the issue of joint human error probability. The NRC staff also discussed the purpose of the NRC staffs regulatory audit. The NRC staff noted that the Wolf Creek TSFT-505 audit would be late compared with a typical review schedule, because the licensee could support the audit after the completion of the spring 2024 outage. The NRC staff commented that the licensee should consider supplementing its LAR after the audit instead of waiting for the NRC staffs request for additional information, thus saving time in the review process.
The licensee indicated that it planned to submit the TSTF-505 LAR in November 2023.
