SUMMARY
OF JULY 23, 2024, TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING WOLF CREEK GENERATING STATION, UNIT 1, AMENDMENT NO. 237, ALLOWING THE USE OF PORTABLE LIGHTING (EPID L-2024-NFN-0006)
On July 23, 2024, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the teleconference was to provide information regarding options for Wolf Creek Generating Station, Unit 1 (Wolf Creek), Amendment No. 237, allowing the use of portable lighting in the fire protection program (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23165A250). The NRC staffs presentation slides are available in ADAMS at Accession No. ML24180A009. The meeting notice and agenda, dated June 28, 2024, are available in ADAMS at Accession No. ML24180A125. On August 31, 2023, the NRC issued Amendment No. 237 to Wolf Creek. The amendment revised License Condition 2.C.(5), Fire Protection (Section 9.5.1, SER [Safety Evaluation Report], Section 9.5.1.8, SSER [Supplement to SER] #5), and the Updated Safety Analysis Report to allow the use of hard hat mounted portable lights. By letter dated October 19, 2023, the licensee indicated that the supporting information in the NRC staffs safety evaluation (SE) for Amendment No. 237 deviated from what the licensee had provided in its license amendment request (LAR) (ML23292A357). In response, by letter dated May 9, 2024, the NRC staff issued a revised SE to properly reflect the scope of the LAR and clarify the NRC staffs review (ML23345A160).
During the teleconference, the NRC staff discussed the revised SE for Amendment No. 237 based on the NRC staff review of the information in the LAR. When reviewing fire protection program changes that have the potential to affect operator manual actions (OMAs), the focus of the NRC staff review is the feasibility and reliability of the actions consistent with the guidance in NUREG-1852, Demonstrating the Feasibility and Reliability of Operator Manual Actions in Response to Fire (ML073020676). The NRC staff indicated that the licensee should identify all affected OMAs and provide results of the updated feasibility and reliability analysis that consider the change to portable lighting. The NRC staff also discussed options with Amendment No. 237.
Following the NRC staff presentation, the licensee provided comments on the NRC staffs initial and revised SEs. The licensee discussed the Wolf Creek fire protection licensing basis, which consists of a series of steps to safely shut down instead of multiple OMAs for a control room fire. The licensee indicated that section E.10 in attachment E of the LAR dated August 2, 2022 (ML22215A000), contains its feasibility and reliability analysis. The licensee would retain some fixed lights for defense-in-depth purposes. The licensee also indicated that Wolf Creek Amendment Nos. 214 and 191 issued in September 2015 and December 2010, respectively (ML15183A052 and ML103090262, respectively), relate to fire protection. The NRC staff indicated that the licensee should consider providing the following information if it decides to submit a future LAR:
Discussion of the shutdown strategy for a control room fire in the Wolf Creek licensing basis that is considered a unified series of steps rather than multiple distinct OMAs.
A listing of locations where actions are performed with portable lighting under the control room fire shutdown strategy.
Confirmation that the feasibility and reliability analysis has provided positive results with the portable lighting.
A member of the public was in attendance. No regulatory decisions were made at this meeting.
