SUMMARY
OF MARCH 25, 2024, TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING REVISED SAFETY EVALUATION FOR WOLF CREEK GENERATING STATION, UNIT 1, AMENDMENT NO. 237, ALLOWING THE USE OF PORTABLE LIGHTING (EPID L-2023-LRL-0002)
On March 25, 2024, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the teleconference was to present the NRCs revisions to the safety evaluation (SE) related to Amendment No. 237 for Wolf Creek Generating Station, Unit 1 (Wolf Creek). The licensee notified the NRC by letter dated October 19, 2023 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML23292A357), that the SE issued with that amendment did not correctly reflect the scope of its license amendment request (LAR), and it requested that the SE be revised and reissued. The NRC staffs presentation slides are available in ADAMS at Accession No. ML24071A210. The licensee provided comments to the NRC staffs slides before the meeting and the licensees comments are available in ADAMS at Accession No. ML24085A273.
The meeting notice and agenda, dated March 12, 2024, are available in ADAMS at Accession No. ML24072A006. A list of attendees is provided in the enclosure.
On August 31, 2023, the NRC issued Amendment No. 237 (ML23165A250) to Wolf Creek. The amendment revised License Condition 2.C.(5), Fire Protection (Section 9.5.1, SER [Safety Evaluation Report], Section 9.5.1.8, SSER [Supplement to SER] #5), and the Updated Safety Analysis Report to allow the use of hard hat mounted portable lights. By letter dated October 19, 2023, the licensee indicated that the supporting information in the NRCs SE for Amendment No. 237 deviated from what the licensee had provided in its LAR. The NRC staff has considered the licensees comments, and agreed that the SE should be revised to properly reflect the scope of the LAR and clarify the NRC staffs review.
During the teleconference, the NRC staff discussed the draft revision to the SE and the licensee discussed its comments to the revision. The licensee indicated that its main issue was described in its Comment A. The licensee commented that the NRC staff SE would limit the use of portable lighting to the operator manual actions (OMAs) associated with table 1 in the SE.
The licensee indicated its LAR scope was for all OMAs supporting the stated plant procedures OFN RP-017, OFN KC-016, EMG C-0, and OFN NB-034. The NRC staff noted that it does not approve plant procedures and the licensee did not provide technical analysis for all requested OMAs. The NRC staff observed that the licensee was requesting broad approval of the use of portable lighting without providing sufficient technical analysis for NRC staff review. The NRC staff indicated it would consider the licensees information in deciding the path forward.
