GE Hitachi Nuclear Energy Americas LLC (GEH) hereby submits this report pursuant to 1 0 CFR 50.54(p), informing the NRC of changes made the to the Vallecitos Nuclear Center (VNC) Site Physical Security Plan (PSP).

REIPORTIED CHANGE Due to changes associated with permanently ceasing operation of the Nuclear Test Reactor (NTR) on 12/21/2023, GEH has added controls changed the current VNC PSP to address transitioning the NTR to a 10 CFR Part 70, Category II quantity facility in compliance with 1 0 CFR 73.67(d). Per a completed 1 0CFR50.54(p) evaluation, there is no decrease in the safeguards effectiveness of the overall security plan.

The revised PSP is enclosed in Enclosure 1, which is prepared and marked in accordance with 1 0 CFR 73.22(d).
