GE-HITACHI NUCLEAR ENERGY AMERICAS LLC - APPROVAL OF THE REVISED PHYSICAL SECURITY PLAN FOR THE VALLECITOS NUCLEAR CENTER (EPID: L-2020-RNW-0038)

Dear Mr. Martinez:

By letter dated November 19, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21053A071), GE-Hitachi Nuclear Energy Americas LLC submitted a license renewal application for Facility Operating License No. R-33 for its Nuclear Test Reactor. By letter dated April 4, 2022 (ML22132A272, cover letter only), as part of the license renewal, the licensee provided an updated version of the Vallecitos Nuclear Center (VNC) Site physical security plan (PSP).

Based on its review, the U.S. Nuclear Regulatory Commission staff has determined that the VNC Site PSP is in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations Part 73, Physical Protection of Plants and Materials, referenced in Regulatory Guide 5.59, Standard Format and Content for a Licensee Physical Security Plan for the Protection of Special Nuclear Material of Moderate or Low Strategic Significance.

We request you implement your approved program within 60 days of the date of this letter.
