Dear Tara Inverso:

The purpose of this letter is to request the U.S. Nuclear Regulatory Commission (NRC) review and approval of the proposed changes for American Centrifuge Operating, LLC's (ACO) Information System Security Plans (ISSPs) SEC-18-0002 and SP-3605-0043. The proposed changes to these ISSPs were determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal, Regulations (CFR) 70.32 and were determined to be an administrative, non-substantive change in accordance with the requirements of the Classified Matter Security Plans and 10 CFR 95.19. However, based upon discussions with NRC staff, these changes are being provided for NRC review and approval. Revision bars in the right-hand margin depict changes from the previous revisions submitted to the NRC.

Tara Inverso October 19, 2023 ACO 23-0074, Page 2 provides a detailed description, justification, and ACO' s significance determination for the proposed changes for SEC-18-0002 and SP-3605-0043, which are provided by Enclosures 2 and 3, respectively.

Enclosures 1 through 3 contain Security-Related Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390( d)(l ). Additionally, Enclosures 2 and 3 have been determined, in accordance with the guidance provided by the U.S. Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.

ACO respectfully requests NRC complete their review and approval on or before April 19, 2024.

ACO is available to support discussions with the NRC staff to address any questions or clarify issues.
