The staff is not ready at this time to conclude that the interface information contained in CESSAR is complete and sufficient.
Ben Rusche, at a meeting on July 14, 1975, directed us to sodify our program for the resolution of this matter without impacting L the licensing schedules for the CP applicants currently referencing these standard NSSS's.
In order to do this we will need to perform certain tasks. These tasks will involve a coordinated effort between the CESSAR and
- utility PSAR reviewers in each branch. They will have to be conducted on a limiting time schedule to avoid delay of these plants.
We have prepared revised schedules for meeting the objective set by Mr. Rusche. The details of the necessary mviews and the times when they must be accomplished are listed in the enclosures.

ENCLOSURE 1 ADDITIONAL REVIEWS REQUIRED
- 1. COORDINATED REVIEW OF CESSAR AND tfTILITY PSAR Perfom a coordinated review of the interface and other infonmation contained in the CESSAR and referencing application (CP) dockets to detemine whether or not, taken together, they provide acceptable infomation. This would be done assuming that the interface infonnation contained in CESSAR is not complete (since we are not ready to conclude that it is complete). Additionally, it will be necessary to provide a list of all pmblems, questions, open items and inconsistencies, which would interfere with concluding that the two applications, taken together, are complete and sufficient.
Meet with the applicant to discuss how these itans will be handled.
After this is decided, publish appropriate cossents in the SER's.
- 2. OPTIONS Proceed on the basis that CESSAR will delete all optional systems in an amendment to be docketed 08/04/75 and that the utility PSAR's will be expanded to include those which they were previously referencing in CESSAR. The utility PSAR's will utilize the same pages as were in CESSAR so the review can be accelerated. These systems were not discussed in the CESSAR Report to ACRS so they must be discussed in the utility application SER's.
