Preliminary Safety Analysis Report Financial Qualifications 15.4 FOREIGN OWNERSHIP, CONTROL, OR DOMINATION Kairos Power LLC is the applicant for the construction permit and subsequent operating license for the test reactor. Kairos Power LLC is a limited liability company formed in the State of Delaware with a principal place of business in Alameda, California and is not acting as an agent or representative of another person in filing the application. Kairos Power is a privately held company with a limited number of investors that solely own the company and its assets. In addition, current employees of Kairos Power hold options to purchase shares in the future, but at the time of this application, such shares have not been established. Current investors are United States citizens or entities owned or controlled by United States citizens. Employees with the options to hold future shares totaling one percent or more of Kairos Powers stock or options are United States citizens or entities owned or controlled by United States citizens. Additionally, the members of the Kairos Powers Board are also either United States citizens or United States permanent residents. Therefore, ownership and control are not dominated by foreign entities or individuals.
