PreliminarySafetyAnalysisReport AuxiliarySystems

9.6 POSSESSIONANDUSEOFBYPRODUCT,SOURCE,ANDSPECIALNUCLEARMATERIAL Specialnuclearmaterial(SNM),source,andbyproductmaterialwillbepresentatthereactorfacility.

Theapplicablerequirementsin10CFRPart30,10CFRPart40,and10CFRPart70maybesatisfiedusing contentcontainedwithinthisConstructionPermitApplication.However,materiallicense(s)arenot beingrequestedatthistimeandnecessarylicenseapplication(s)oramendmentswillbesubmittedata futuredate.ThissectiondescribesthesystemsthatinteractwithSNM,source,orbyproductmaterial, andthedesignbasisforthosesystemstopreventuncontrolledreleaseofradioactivematerialsandto maintainpersonnelexposurelimitswithin10CFRPart20doselimitsandaslowasreasonably achievable(ALARA)objectives.AdditionalinformationonALARApracticesisdiscussedinChapter11.

Spacesinwhichthematerialsarehandledandequipmentusedtohandlethematerial,aresubjectto administrativecontrolstominimizecontamination,topreventradiologicalsabotage,theftordiversion, andtopreventuncontrolledreleaseofthematerials.Adescriptionoftheadministrativeprocedures relatedtouseofbyproduct,source,andspecialnuclearmaterialwillbeprovidedintheapplicationfor anOperatingLicense.

WastefromSNM,sourcematerial,orbyproductmaterialishandledthroughtheradioactivewaste managementprogramdescribedinSection11.2.1.Theradioactivewastehandlingsystemalsohandles drainsandventsforthefacilityincludinghandlingofcontaminatedliquidscollectedbythedrainsystem (seeSection11.2.2).

9.6.1 SpecialNuclearMaterial SNMisreceivedandusedatthefacilityintheformoffreshfuelparticlescontainedinpebbles(see Section9.3).FuelpebblescontainingSNMusehighassay,lowenricheduranium(lessthan20%

enrichment)atdifferentenrichmentlevels.

SNMishandledinthefuelintakearea,thePHSS,andthereactorvessel.Intheintakearea,SNMis managedbycompliancewith10CFRPart70,bytheuseoffreshfuelcanistersandbythenatureofthe pebbledesign,inwhichtheSNMisencapsulatedinagraphitesubstrate.Section9.3andChapter4 describehowthePHSSandthereactorvessel,respectively,preventuncontrolledreleasesofradioactive material.Ofthesystemsdescribedinthisparagraph,onlythefreshfuelhandlingareashavethe potentialfordirectcontactwiththeSNMduringnormaloperation.Atthislocation,theactivityofthe freshfuelisverylowandadministrativeproceduresthatminimizecontactwiththefreshfuelare sufficientinsupportofALARApractices.InthePHSS,spentfuelishandledincanistersandshieldingis usedtosupportALARApractices.

9.6.2 SourceMaterial Sourcematerialthatcontainsunenricheduraniumisalsoreceivedandusedatthefacilityintheformof unenrichedfuelparticlescontainedinfuelpebbles.Handlingoffuelpebblescontainingsourcematerial iswithinthesamesystemsasthepebblesthatcontainSNM.Sourcematerialismanagedbycompliance with10CFRPart40,byuseoffreshandspentfuelcanisters,andbythenatureofthepebbledesign,in whichthesourcematerialisencapsulatedinagraphitesubstrate.

9.6.3 ByproductMaterial ByproductmaterialsarebothusedinandgeneratedtosupportoperationoftheKPFHR.

Tritiumisgeneratedatthefacilityandisclassifiedasbyproductmaterial.Tritiumisgeneratedasaresult ofthenuclearreactioninthecore.ItispossiblefortTritiumtobeispresentthroughouttheprimary, intermediate,andpowergenerationsystems,andinthegraphitecoreoffuelpebbles.Becausethe
