A breaker in the Reactivity Control System was not tested within time limits as prescribed by Technical Specifications.

7. Description of Occurrence:

During surveillance testing, CRD "A" Breaker did not trip on the first attempt. The "B" Breaker was immediately tested as was the "D" Breaker. However, due to an oversight, the "C" Breaker was not tested within the eight hour period as prescribed'in Technical Specification 3.5.1.6.

.The mechanical arm of the trip mechanism was found to be out of adjustment and was corrected with vendor assistance. Subsequent 4 testing demonstrated the breaker would meet survc111ance specifi- '

ca tions.

The technicians were reinstructed on technical specifications requirements.
