l By letter dated October 23,1998, Northern States Power submitted a License i Amendment Request which proposed changes to the Prairie Island Technical Specifications which would resolve problems associated with the operability of rod i position indicators. Based on circumstances described in that submittal, we requested that the License Amendment Request be processed as an exigent change. -

Since submittal of the subject License Amendment Request, it has come to our ,

attention that because of the amount of time available for the NRC to process the I request, it should have been submitted as an emergency change rather than an exigent i change, I Northem States Power believes that the circumstances outlined in the October 23,1998 submittal support processing the License Amendment Request as an emergency change as defined in 10 CFR 50.91(a)(5). Therefore, Northern States Power requests that the NRC process the October 23,1998 License Amendment Request as an emergency change. ,
