1.0 INTRODUCTION

By letter dated September 25,1998, Kansas State University (the licensee), requested an ,

amendment to their Technical Specifications (TSs) for the Kansas State TRIGA Research j Reactor. The licensee requested that TS Section H.2 be revised to reflect that the l Chairman of the Reactor Safeguards Committee be the Mechanical and Nuclear Engineering Department Head instead of the Nuclear Engineering Department Head.

, 2.0 EVALUATION The Departments of Mechanical and Nuclear Engineering were merged over two years ago, and at that time the licensee requested that the Chairman of the Reactor Safeguards Committee (RSC) be the former head of the Nuclear Engineering Department (NED)

(Amendment 10 to the license). The former head of the NED was given the position of the Nuclear Engineering Program Director (NEPD) under the new organization.

The licensea has decided to discontinue the position of the NEPD and to have the head of the Depertment of Mechanical and Nuclear Engineering chair the RSC. The Departrnent Head has historically held the RSC chairman position.

The staff notes that in addition to the Chairman of the RSC, the RSC is composed of the University Radiation Safety Officer, four Kansas State University (KSU) faculty members qualified in matters of reactor safety and operation, and a fifth KSU staff of the Mechanical and Nuclear Engineering Department who is also the Reactor Supervisor. It also notes that the organization of the RSC is in consonance with ANSI /ANS Standard 15.1, Section 6.2.1 and ANSI /ANS Standard 15.4, Section 4.2. The staff finds that the composition and qualifications of the RSC are appropriate, and has no objection to the change of the Chairman of the RSC.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in recordkeeping, reporting or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or the health and safety of the public.
