Pursuant to 10CFit50.59(b), the following items are submittnl for the Kansas State University TRIGA Mk 11 Nuclear Iteactor Facility for the period 1 Oct 90 through 30 Sep 91.

A. Changes in the Facility: NONE IL Changes to Procedures:

llevisions of the following procedures were approved by ballot of the Reactor Safeguards Conunittee at their meeting of 3 Oct 90:

Revision of Procedure No. 4 - Annual Remote A rca Monitor Calibration. The revision changed the higher exposure rate for "zero and span" calibration from 5 R/h to 1 II/h. The change was reconunended for two reasons: (1) bmitations in calibration source i strength and consequent uncertainties in elect ronic equilibrium during calibration, and (2) to keep personnel exposures as low as reasonably achievable. The Committee found that implementation of the revised procedure would involve no risk to the integrity of '

the reactor or the safety of personnel.

New Procedure 22 - D< tmnination of Activity of Gamma-Ray Sources in -a M*aste Container from Surface IQrposure Rate This new- procedure is designed to permit rough estimation of activity content in containers or bundles of cery low-levy radioactive waste.

The Conunittee found that implementation of the new procedure would involve no risk to the integrity of the reactor or the safety of personnel.

Revision of the Reactor Facility Inneryc ncy Pla n. Editorial revisions mainly due to administrative changes within the University were approved, with the Conunittee finding that implementation of the revision would not impair the ability of the Facility to respond ta an emergency. The revised Plan was submitted to the NAC on 5 Oct 90 and approved by the N.R.C on 15 Jul 91.

The change was based on an extensive comparise of the performance of the twc types of doshneters. A report of the com aririson was submitted to the N.it.C. (itegion IV and lleadquarters on 19 Dec 1990.

Ily mailed ballot returned on 11 Apr 1991, the lleactor Safeguards Committte approved changes in the Facility Physical Security Plan, rubject to final inspection and approval of unintenance and test procedures. The revised Plan was submitted to the N.it.C. on 11 Apr 91 and approved by the N.R.C. on 5 .lul 91.
