Centlemen:

Pursuant to 10CFR50.59(b), the following items are submitted for the Kansas State University TRIGA MkII Nuclear Reactor Facility for the interval 1 October 81 - 30 September 82.

A. Changes in the Facility

1. On 16 March 82, the ion-chamber power supply (unit 800) was replaced by a Hewlett Packard Model 6521A High-Voltage Power Supply and a Hewlett Packard Model 6234A Low-Voltage Power Supply. The performance specifications of the replacement equipment were superior to those of the original, custom-made, vacuum-tube power supply. The specifications, replacement procedure, and testing procedure were considered and approved by the Reactor Safeguards Committee on 6 Jan 82.
2. On 29 March 82, the (primary) coolant diffuser nozzle was repositioned to direct the water horizontally over the reflector rather than downward toward the center of the core. "reliminary tests were discussed in the "50.59 Report" for 1 October 80 - 30 September 81. Additional tests were authorized by the Reactor Safeguards Committee on 22 July 81, at which time the Committee determined that diffuser reorientatic1 involved no unreviewed safety questions. Results were reviewed and approved by the Committee on 19 February 82.

B. Changes in Procedures

1. A revised Reactor Facility Emergency Flan was approved by the Reactor Safeguards Committee on 5 October 81. There were no consequent requirements for changes in Facility Procedures. .
2. Facility Procedure No. 15, " Reactor Startup," and No. 16

" Reactor Shutdown," were approved by the Reactor Safeguards committee on 19 February 82, at which time the Committee determined that the Procedures were in accord with technical specifications and involved no unreviewed safety questions.

3. Revised Facility Procedure No. 14. " Pocket Dosimeter Calibration," was approved by the Reactor Safeguards Committee on 19 February 82. The revision was a minor change, bringing accuracy limits into accord with manufacturer specifications and, as determined by the Committee, involved no unreviewed safety questions.
4. Facility Procedure No.'17. " Periodic Reactor Intrusion Alarm Testing," was approved by the Reactor Safeguards Commitree on 23 February 82. The procedure established test-personnel requirements and testing frequency, and involved no unreviewed safety questions.

C. Tests and Experiments

1. Revised Experiment No. 23, " Pulsed Operation," was approved by the Reactor Safeguards Committee on 19 February 82. The revised procedure permits use of a digital oscilloscope to record reactor power during pulsed operation. As determined by the Committee, the change involved no unreviewed safety questions and posed no significant hazard to the integrity of the core or to the safety of personnel.

Sincerely, b
