Dear Sirs:

This is to report temporary degraded performance of the intrusion-alarm system called for by the Reactor Facility Physical Security Plan.

While performing routine monthly surveillance tests on 28 October 1986, we found that an alarm condition in the circuit activated a visual annunciation at the Police Department indicator panel but failed to activate an audible annunciation. The unit was removed from service on 28 October 1986, repaired, tested, and replaced into service on 30 October 19S6. The performance degradation was due to dirty electrical contacts which prevented delivery of adequate power to the audible alarm. While the unit was out of service for repair, all provisions of the Facility Physical Security Plan were met.

Although this experience reinforces the value of periodic surveillance tests, the intrusion-alarm system has functioned well for a number of years and we have elected not to increase surveillance

( frequency. The University is considering the adoption of new standards l

for security systems. The Reactor Facility staff will be working with the Campus Police Department to assure that any new specifications meet the needs of the Reactor Facility.
