1 Gentlemen: I Pursuant to 10CFR50.59(b), the following items are submitted for the Kansas j State University TRIGA Mk. II Nuclear Reactor Facility for the period 1 Oct ,

92 through 30 Sep 93.

q A. Changes in the Facility Three major changes were made. The control room was enlarged, the operating console was replaced, and the reactor-coolant heat exchanger. was replaced.

Control room enlargement and renovation was approved by the' Reactor Safeguards Committee at their meeting on 18 September 1992. The Committee found that the enlarg'ement involved neither unreviewed safety questions nor changes in technical specifications. Indeed, the Committee found that the change would improve both safety and security of the reactor. Construction was completed on 9 June 1993.  ;

1 IIeat exchanger replacement was tentatively approved by the Reactor l Safeguards Committee at their meeting' on 18 September 1992, pending their approval of a safety analysis. The safety analysis was submitted to the Reactor

Safeguards Committee and to the University Radiation Safety Committee on 15' March 1993. It was approved by the Radiation Safety Committee at their meeting of 13 April 1993 and approved by the Reactor Safeguards Committee on the same date. lleat exchanger replacement was completed in June,1993. -

A proposal for operating console replacement was made to the Reactor Safeguards Committee and approved on 4 May 1993 The replacement ,

console was a TRIGA Mk-III console obtained as surplus from the U.S. t Geological Survey in Denver. The Committee approved the replacement, ,

U.S. Nuclear Regulatory Commission,26 Oct 93 Page 2 Resumption of reactor operations following console replacement required one change in Technical Specifications. The change was approved by the Reactor .

' Safeguards Committee on 6 July 1993, submitted to the Nuclear Regulatory Commission on 14 July 1993 and approved by the Commission on 20 July  ;

1993 as License Amendment 8. This prompt action by the Commission was greatly appreciated by the staff of the Reactor Facility. Fuel was loaded on July 23rd and low-power tests were commenced that date.

On 30 July 1993, results of low-power testing of the replacement heat I

exchanger and console were reported to the Reactor Safeguards Committee, which gave approval for resumption of full-power operations.

B. Changes to Procedures Revisions in Procedure 2, " Annual Power Level Calibration," were approved by the Reactor Safeguards Committee on 9 October 1992. Revisions allowed choices of thermocouple, thermistor, or transistor temperature sensors in reactor thermal power determination.

Minor revisions in the following procedures were required as a result of l installation of the replacement operating console: Procedure 5, " Semiannual Check of Minimum Interlocks," Procedure 7, " Semi-annual $1.00 Comparison l Pulse," and Procedure 12, " Functional Performance Check of Transient Rod." l Revisions were approved by the Reactor Safeguards Committee on 13 July 1993.

A revised Form KSUTMII-3, " daily checklist," as required by the Facility Operations Manual was approved by the Reactor Safeguards Committee on 30 July 1993. Minor revisions were necessary because of the installation of a replacement operating console. i A proposed revision to the Physical Security Plan was approved by the Reactor -

Safeguards Committee on 20 July 1993, submitted to the Nuclear Regulatory  !

T U.S. Nuclear Regulatory Commission,26 Oct 93 Page 3 A new Radiation Protection Program, prepared pursuant to revisions in 10CFR20, was approved by the Reactor Safeguards Committee on 29 Sep 1993, with implementation to be no later than 1 January 1994.

C. Changes to Tests and Experiments Experiment 21, " Irradiation of Unclad Uranium in Primary Water," was withdrawn by the Facility Director on 1 June 1993.  ;

Performance of Experiment 12, " Isotope Production in Thermal Column" was suspended by the Facility Director on 1 June 1993, pending revision.
