. INTERVIEW REPORT OF t-JIH DAYTON On January 22, 1997, DAYTON was interviewed by the reporting agent. The interview was conducted under oath at the Governor Hunt House, Vermont Yankee Nuclear Power Station (VY). Vernon, VT. DAYTON 3rovided the following information regarding an allegation that former (Y employee James MASSEY was discriminated against because he had raised concerns with a design change for the VY Advanced Off Gas System (A0GS).

He is a El licensed Journeyman Electrician and belongs to the International-Brotherhood of Electrical Workers, l.ocal 300 in VI. He has been working on and off at VY for Fischbach Power Services since 1989. His current supervisor is Bill McKINNON, VY Electrical Maintenance Foreman.

DAYTON said that he was rehired at VY in September 1994 to help resolve the discrepancies between the different sets of the A0GS drawings. He said that although the ADGS was functioning properly, the drawings had not been updated since the system was added to the plant shortly after plant start up in the early to mid 1970s.' DAYTON said that he was contacted by his business agent for the assignment, but he assumes that Fischbach contractor Rick ROUTHIER asked for him to be hired to resolve the drawing discrepancies.

DAYTON does not recall ROUTHIER ever making any complaints to him about MASSEY not doing the work that MASSEY should have been doing on the A0GS prohet.

DAYTON recalls that MASSEY felt that the A0GS design )rocess was moving to - ,

quick and that the drawing discrepancies should have )een resolved before .

proceeding with the design process. DAYTON stated that he does not fully understand what MASSEY's concerns were with the project.

DAYTON said that MASSEY never told him that he felt that he was harassed or discriminated against because he had concerns with the A0GS design chgnge, although he and MASSEY did not have many discussions. He stated that he worked in the same trailer (at VY) as MASSEY, a d saw MASSEY reviewing the drawings oc .asionally. He added that MASSEY o the A0GS drawings and was very familiar with the A0GS.
