INTERVIEW REPORT OF

( JIA CALCHERA On January 23, 1997, CALCHERA was interviewed by the reporting agent. The interview was conducted under oath at the Vermont Yankee Nuclear Power Plant (VY), Governor Hunt House, Vernon, VT, CALCHERA provided the following information regarding an allegation that former VY employee Janies.MASSEY was discriminated against because he had raised concerns with a design _ change for '

He was hired by nkee Atomic Energy Company (YAEC) in 1985. In October 1989 he was hired by VV. He is currently a Project Engineer. Pat CORBETT has been his supervisor since approximately Jun3 1995. He had no responsibility for, and did not perform any work on the A0GS design change project.

CALCHERA ;tated that he did not spend too much time in the trailer HASSEY was using during the A0GS design change project, anc. he could not determine if MASSEY was reviewing the A0GS dr nings or not. He did state that, later in the project process, he saw MASSEY reviewing electrical drawings "quite intensely." He stated that, during that time, MASSEY pointed out to him the C errors on the drawings, but because he was not an electrical engineer he could not comment on whether the drawings were accurate oc not. CALCHERA knows that MASSdY wasn't ) leased with any of the rawings, including the original drawings and tie revised drawings pr4 .ced by YAEC Engineer Lou CASEY. He said that MASSEY made a few comments to hin, which indicated that MASSEY was not impressed with CASEY's ability to read, interpret, or produce drawings. He specifically recalls Mt.SSEY telling him that CASEY couldn't even read a drawing. -

CALCHERA said that MASSEY was very concerned with the number of wiring errors and discrepancies that were discovered during the drawing review. He said that MASSEY had very significant concerns with the design proceeding, and that the problems with the drawings could negatively effect the outage schedule and budget. He said that MASSEY believed that, because of the wiring 3roblems, VY would not be able to predict the outcome of the design or wiring c1anges that would need to be completed to successfully com)lete the design in.p]pmentation 3 c. during.the w tage. CALCHERA stated that no otler VY employee shared MASSEY's concerns ni' lis inter)retation of the seriousness of the problems, although he heard MASSEY and Fisc1 bach contractor Rick ROUTHIER oiscuwing that the wiring ~

drawings did not match what was artually installcd in the phnt.

CALCHERA said that MASSEY was concerned that various portions of the A0GS were not aperating properly, and MASSEY did mention that, to him, it was a safety concern, although MSSEY did not tell him that he thought it was a nuclear safety concern. convinced that the problems were a nuclear safety concern. He basei his

opinion on the fact that if the design change would have been implemented, the A0GS would have undergone rigorous testing; and that if there were any problems with the system (after the design had been implemented) the testire would have uncovered it. He added that " fairly' rigorous procedures and testing are performed on systeus after design Manges have been implemsc.ted, before returning the systems to service.

CALCHERA stated that MASSEY informed him that he gct a poor job pe'rfermance review, and that MASSEY was very upse', about it. He said that MASSEY believes he got the poor review because he "put the brakes" on the A0GS design change because he didn't want to pursue it v th the wiring 3roblems and .

CALCHERA commented that he has known MASSEY sinca approximately 1936 and described HASSEY ae a good personal friend since approximately 1990. CALCHERA said that finding drawing errors is not an uncommon thing during the course of a project. He said that right from the start, MASSEY had em cerns with the d'awings, and that RSSEY asked for assistance in getting one problems resolved. CALCHERA said that, eventually ROUTHIER was assigned to MASSEY to assist him in the project. CALCHERA said that if he were in M GSEY's shoes at that time, he would probably have recommended that the project scope be reduced to some extent. He does not know if MASSEY recommended that, but does feel that BSSEY could have handled the situation a little differently. CALCHERA said that MASSEY told him that he believed that he did not make any friends in the VY management chain. including Jim PELLETIER, when he distgreed with PELLETIER over General Electric Nuclear (GE) being selected over New England Power Services Company (NEPSCO) for the replacement of the VY main transformer.
