INTERVIEW REPORT OF

GEORGE WRIGHT

On January 21, 1997, WRIGHT was interviewed by the remrting agent. The interview was conducted under oath at the Vermont Yantee Nuclear Power Plant (VY), Governor Hunt House, Vernon, VT. WRIGHT provided the following information regarding an allegation that former VY emp oyee James MASSEY was discriminated against because he had raised concerns w th a design change for che VY Advsaced Off Gas Systam (ADGS).

He graduated from Greenfield Community College with an Associate of Applied Scie me in Industrial Engineering. He graduated from Frenklin Pierce College with a Bachelor of Science in Accounting. He is unsure of the dates that he received those degrees. WRIGHT was hired by Mercury Inc., in February 1990. Mercury purchased Fischbach Power Services, Inc., approximately three years ago. He is currently a Fischbach Senior Engineer. His supervist." is Richard KLEIN, Fischbach's VY Project Manager.

IGHT stated that it was his choice to have H CKEY represent him, and he understood that HICKEY represented other individuals associated with the investigation. WRIGHT stated that he was not under eny pressurf / rom YY or Fisenbach management to have PICKEY ;apresent him.

WRIGHT stated that he sat in on initial meetings and assisted in working up the estimated labor cost for the ADGS design change. WRIGHT opined that Rick ROUT 111ER was hired Fischbach in the s change. He stated t at he was ROUlli!ER'pring of 1994 to work on the desion s supervisor during that time period,

but he did not get involved in supervising RDUT1 TIER's daily work activities on the A0GS design change. WRIGir understood that ROUTHIER was to work on resolving the disertpancies which existed between three different sets of drawings on the ADGS, and incorporate the three drawings into one complete.

WRIGHT recalls ROUTHIER telling him, in general, that MASSEY was not~being coo)erative in working with Yankee Atomic Energy Company (YAEC) Engineer Lou CASEY on the project. He said that ROUTHIER told him that CASEY had;been asking MASSEY to review the new drawings supplied b CASEY, but that MASSEY was not being aggressive in pursui the review of he new drawings. WRIGHT stated that he has no personal know edge of whether that was true or not, although it did a MASSEY and CASEY.ppear to him that there was a personality conflict between WtIGHT or.ined that MASSEY held'CASEY in very low regard ardi his work abilities, and he s)ecifically heard MASSEY use words which 1

WRIGHT stated that he has no personal knowledge of the quality of work

)erformed by CASEY or MASSEY on the A0GS project, but did acknowledge that

10VTHIER toid him that MASSEY was not being su)portive, so ROUTHIER forged ahead on resolving the drawings with CASEY.

WRIGHT does not recall ROUTHIER telling him that MASSEY had violated any VY procedures during the performance of work on the project.

WRIGHT does recall that ROUTHIER told him that MASSEY was not effectively using him (as a contract resource) during the p oject, and that was when ROUTHIER began working directly with CASEY on the pro ect.

WRIGIT does not recall having any discussions about the project wit Fischbach contractor Jim DAYTON. WRIGHT has no knowledge or recollection of whether the A0GS design was delivered in an incomplete or unacceptable condition.

WRIGHT said that, based on his discussion with ROUTHIER and NASSEY, MASSEY felt that there were significant wiring and drawing errors in the A0GS and because of that, all of the A0GS wiring had to be verified for accuracy, to insure that it. appeared as it was actually built in the plant. He said that MASSEY felt that verification had to be completed before proceeding with the design change work. WRIGHT said that, based on his conversations with ROUTHIER and a very limited personal review of the drawings, he was left with the impression that the >roblems with the drawings were not that bad, or in such a poor order that t w design coulu' not proceed. WRIGHT said that he falt that-the drawing discrepar.cies were minor in nature.
