ORDER On December 23, 1986, the Licensing Board issued its concluding partial initial decision in this operating license proceeding.1 No appeal has been received from that decision within the time prescribed by the Commission's Rules of Practice. Accordingly, we will review the decision sua sponte, and the concluding partial initial decision is not to be deemed final until further order. We intend to conduct our sua sponte review at the same time we take up GANE's appeal from the Licensing Board's August 27, 1986, partial initial decision in this proceeding.
