By letter of October 24, 1986, the Board requested additional information from Applicants on Contention 10.5, that alleges the failure to assure that certain models of solenoid valves that are used to perform safety related functions in the Vogtle Electric Generating Plant are environmentally qualified.

The inquiry related to temperatures involved in the testing of ASCO valve models numbered NP-8316, NP-8320 and NP-8321. Information was sought that would provide confidence that the valves had been satisfactorily qualified as regards the temperature margins in the qualification test temperatures of the valves compared with calculated temperatures obtained by thennal lag analysis. temperature margins the precision or uncertainty of cited temperatures was required. Additionally. inquiry was made in regard to " working fluid" and " ambient" temperature values provided in an exhibit introduced in evidence at the hearing and their appropriateness to VEGP operating conditions. Applicants submitted _an affidavit by Stephen J.

Cereghino and William V. Cesarski, dated October 28, 1986 in response to both areas of inquiry.1 The affidavit for the first time provided newly obtained information on computed post accident temperature values that was site specific to the Vogtle facility and not generic for similar installations. It provided probative information on the precision and uncertainty of the temperature margins that was formulated subsequent to the conclusion of the hearing on March 14, 1986, and the closing of the record on August 5, 1986. The information has a significant bearing on the involved safety issue. A different result would have been likely absent the newly proferred information on computed site specific temperature values, which appears to reduce the importance of the precision and uncertainty of the temperature margins.

The Board has concluded that this development requires the reopening of the record for the limited purpose of permitting the Board to consider this newly provided information along with any other 1

furnished by the other parties in support or in opposition. Intervenors Georgians Against Nuclear Energy and NRC Staff, should they wish to respond, are given until November 28, 1986, to serve on the Board on that date their respective affidavits detailing their answers.

Applicants are given until December 5,1986, to serve a response on the Board, the filing which is made optional. The Board expects to be able to reach a conclusion on the temperature margins of the ASCO valves on the basis of the submittals.

ORDER It is the Order of the Board that

1. Georgians Against Nuclear Energy and NRC Staff, should they wish to respond, are given until November 28, 1986 to serve on the Board on that date their respective answering affidavits to Applicants' affidavit of October 28, 1986 on the temperature margins provided for environmentally qualifying certain ASCO solenoid valves.

2. Applicants have the option of filing a response, by affidavit to be served on the Board no later than December 5, 1986.
