MEETING WITH THE GOVERNOR OF VERMONT RE VERMONT YANKEE At the request of Governor Madeleine M. Kunin, members of the NRC staff met in her office in Montepelier, Vermont yesterday at 11:00 A.M. along with Mr. Gary Weigand, President of Vermont Yankee Nuclear Power Corporation.

Tom Murley was the senior NRC representative and Wayne Houston attended for me. The meeting was prompted by the Governor's concern for our current estimate of the conditional failure probability (90%) of Mark I containments, given a full core melt accident.

She had requested that Vermont Yankee not restart following its extended outage until this meeting took place and Vermont Yankee had committed to take steps leading to an improved containment safety margin.

Mr. Weigand presented at the meeting a letter dated as of yesterday addressed to me that outlined a containment safety study program commitment that Vermont Yankee was prepared to undertake. Such a program had previously been. discussed in telephone conference calls among the Governor, Mr. Weigand and myself. It projects a September 1,1986 target date for completion of the study ~that parallels the IDCOR-BWR owners effort that is already underway, but is specific to Vermont Yankee and will include their best estimate of the conditional containment failure probability for Vermont Yankee. We advised the Governor that the program was technically on the mark and she expressed her complete satisfaction with it.

We expect to meet with them and' representatives of the Governor's office mid-way through the study to review their progress, and expect to review and evaluate the final report.

The Governor held a press conference following the meeting'and I understood that it was given wide coverage in the media in Vermont. I understand that Vermont Yankee went critical at 9:40 P.M. last night.
