SUBJECT:
SUMMARY
OF OCTOBER 25, 1993, MEETING WITH REPRESENTATIVES OF VERMONT YANKEE NUCLEAR POWER CORPORATION On October 25, 1993, pursuant to notice, the NRC staff met with representatives of Vermont Yankee Nuclear Power Corporation (the licensee) at Bolton, Massachusetts, to discuss the status of open licensing issues regarding the Vermont Yankee Nuclear. Power Station. A list of attendees is provided as Enclosure 1.
The licensee's list of licensing issues, which was handed'out at the meeting, is provided as Enclosure 2.
t Regarding reactor vessel water level instrumentation, the licensee indicated l
that it had installed a reference leg backflush modification to the system during the recently completed refueling outage, and would provide a letter to j
the NRC staff to that effect in accordance with NRC Bulletin 93-03.
l The licensee has three proposed changes to the plant Technical Specifications-l (TS) under review by the NRC staff. These proposed changes are listed in The licensee noted that Proposed Change 170 references a site j
diagram in the Final Safety Analysis Report (FSAR).
The diagram will be updated to reflect site area boundaries as defined in the new 10 CFR Part 20 regulations.
The change to TS is intended to reference the new FSAR page which has not yet been entered. The staff requested that the licensee. provide a draft of the revised FSAR page on the docket as a supplement to Proposed Change-170. The staff will consider the draft FSAR page in its evaluation of the proposed TS change and address it, as appropriate, in the staff's safety evaluation.
The licensee also indicated that it is considering the need for three additional TS change proposals which are listed in Enclosure 2.
