Dear Ms. Curran:

This is in response to your letter dated July 31, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of (1) records which form the basis for a NUREG-0956 conclusion about the Mark I Containment in severe accidents, (2) post-operating license records regarding analysis or evaluation of the containment or related systems of the Vermont Yan.kee reac. tors., (3) records containin.g discussions, analyses,of and reports

, on the significance'of'the Chernobyl. accident.for.U.S.I.Conta'inment. Designs, (4)'sta'ff. reviews'of records subje.ct to'catego' ries 1, 2,'and 3, and (5) records-regarding the Vermont Yankee Safety study of the Vermont Yankee containment to be completed by September 1, 1986.

Copies of the records listed on the enclosed Appendix A are being placed in the NRC Public Document Room (PDR) located at 1717 H Street, NW, Washington, DC 20555, for public inspection and copying. The documents will be filed in folder F01A-86-586 under your name.

Copies of the records listed on the enclosed Appendix B are already in the PDR and can be located by their accession number or F0IA number.

Regarding Category 1 of your request, the staff noted that NUREG-0956 does not draw the conclusion that "...the Mark I containment would fail in nine out of ten types of severe accidents...." The staff noted further that the Wall Street Journal article referred to NUREG-1150, which has not yet been published and therefore draws no conclusions at this time.

For your information, NUREG-0956 has been the subject of previous FOIA requests. These requests are listed on Appendix B and can be located in the PDR by their F0IA number.
